The Moving Ahead for Progress in the 21st Century (MAP-21) transportation bill established five Safety performance measures, whereby states and metropolitan planning organizations (MPOs) must develop targets for. These measures are:
- Number of Fatalities;
- Number of Serious Injuries;
- Rate of Fatalities per 100 million vehicle miles traveled (VMT);
- Rate of Serious Injuries per 100 million vehicle miles traveled (VMT); and
- Number of non-motorized Fatalities and non-motorized Serious Injuries.
The safety performance measures help to assess fatalities and serious injuries on all public roads and are required to be incorporated into SRTA’s regional transportation plan (RTP) and the California Highway Safety Improvement Program (HSIP).
California’s statewide targets are developed by Caltrans and must be submitted to the Federal Highway Administration (FHWA) annually by August 31. Caltrans must also coodinate the first three targets with the Office of Traffic Safety for inclusion into the Highway Safety Plan. The 2018 Statewide Safety Performance Targets were adopted August 31, 2017, and include the following targets:
- Number of Fatalities = 3,518
- Rate of Fatalities per 100 million VMT = 1.023
- Number of Serious Injuries = 13,740.4
- Rate of Serious Injuries per 100 million VMT = 3.994
- Number of non-motorized Fatalities and non-motorized Serious Injuries = 4,147.4

Regional Targets for Shasta County
SRTA, as the designated MPO for the Shasta Region, must either accept the statewide targets or develop regional targets by February 27 of each year. The SRTA Board of Directors adopted the statewide targets as the targets for the Shasta Region for the 2018 year. Information regarding this action is below:
